Visa Overview
The BC PNP Skilled Worker stream is a provincial nomination pathway for experienced workers in professional, management, technical, trade or other skilled occupations who have a qualifying job offer from an eligible B.C. employer and intend to live, work, and economically establish in British Columbia.
Eligibility Requirements
To be eligible for the BC PNP Skilled Worker stream, you must meet all program requirements at the time of registration and application, and continue to meet them throughout the BC PNP process.
Occupation Requirements
- Your job offer must be in a NOC TEER 0, 1, 2, or 3 occupation
- Some occupations require mandatory certification, licensing, or registration (e.g., health care assistants, dental assistants, transport drivers)
- Specific qualification requirements apply for occupations such as social and community service workers (NOC 42201) and health care assistants (NOC 33102)
Job Offer Requirements
- Must be a full-time, indeterminate (no end date) job offer from an eligible B.C. employer
- Full-time employment is defined as at least an average of 30 hours per week, year-round
- The job offer must be valid at the time of registration and throughout the BC PNP application process
- Exceptions to the indeterminate requirement exist for priority technology occupations (minimum one year duration of 365 days) and university professors (NOC 41200) at public universities
Employer Requirements
- Your employer must meet specific requirements to support your BC PNP application
- The employer must submit a signed Employer Declaration Form and provide supporting documentation
- The employer must have a significant operational presence in British Columbia
- The employer must pay your wages and direct and supervise your work
- You must not hold or exercise control over an ownership stake of 10 per cent or greater in the company
Work Requirements
- Must have a minimum of two (2) years of full-time (or full-time equivalent) work experience in any skilled occupation (NOC TEER 0, 1, 2, or 3)
- Work experience must have been obtained within the last ten years
- Work experience can be from Canada or abroad
- Paid co-op work terms are eligible if the program of study was completed and the co-op was full-time in a skilled occupation
- Work experience must be paid (wages received for work performed)
- For NOC 41200 university professor/lecturer positions at public B.C. universities, unpaid research or coursework from a doctoral-level degree may count
Education and Qualification Requirements
- Must meet the minimum qualification credentials required for your occupation (e.g., license, registration, professional certification, membership)
- The BC PNP may refer to sources such as WorkBC, NOC, and regulatory agencies to determine minimum qualifications
- At its discretion, the BC PNP may request an Educational Credential Assessment (ECA)
- Specific requirements apply for transport drivers (valid Canadian driver's licence), social/community service workers (diploma or degree), and health care assistants (registry/licensing)
Language Requirements
- For NOC TEER 2, 3, 4, or 5 occupations: minimum CLB 4 in each competency (listening, speaking, reading, writing)
- For NOC TEER 0 or 1 occupations: language test results are not required unless claiming points; the BC PNP may still request them at its discretion
- Accepted tests: CELPIP-General, IELTS General Training, PTE Core, TEF Canada, TCF Canada
- Test results are valid for two years from the date of issuance
- Minimum scores for CLB 4: CELPIP 4 in each skill; IELTS 4.5 listening, 4.0 reading/writing/speaking; PTE Core 28-38 listening, 33-41 reading, 41-50 writing/speaking; TEF Canada and TCF Canada per IRCC equivalency charts
Age Requirement
- The official source does not specify a minimum or maximum age requirement for this stream.
Wage and Income Requirements
- Your offered wage must be within the wage range posted on WorkBC or the federal Job Bank website for the occupation and location
- Bonuses, commissions, tips, overtime, housing allowances, and similar payments are not considered part of your wage
- Minimum Income: Must meet family income thresholds based on annual wage, area of residence, and number of dependants

- The income thresholds are calculated from the 2022 Low-Income Cut-Off (LICO) figures set by Statistics Canada and are updated regularly
- Family income includes your gross annual wage from the B.C. employer plus your spouse/common-law partner's wage (if they have valid work authorization in B.C.)
