Visa Overview
The Manitoba Provincial Nominee Program (MPNP) Skilled Worker Overseas (SWO) pathway is a provincial nomination stream for skilled workers living outside Canada who must demonstrate an established connection to Manitoba through family or friend support (Manitoba Support), previous work or study in the province (Manitoba Experience), or a direct Invitation to Apply received from the MPNP as part of a Strategic Recruitment Initiative (Manitoba Invitation), and score at least 60 points on the MPNP assessment grid.
Eligibility Requirements
To be eligible for the Skilled Worker Overseas pathway, you must have a valid connection to Manitoba and score at least 60 points based on five factors: language proficiency, age, work experience, education, and adaptability.
Language Requirements
- To participate in an approved exploratory visit, you must provide official results of an approved language test taken within the past two years showing scores equivalent to at least CLB 5 in each test category and overall.
- For other connection types, language proficiency is assessed as part of the 60-point minimum requirement through the MPNP assessment grid.
Age Requirement
- To participate in an exploratory visit, you must generally be between the ages of 21 to 45.
- For other connection types, age is assessed as part of the 60-point minimum requirement through the MPNP assessment grid.
Work Requirements
- To participate in an exploratory visit, you must have worked at least two years full-time in the past five years and be able to demonstrate your ability to find a job in Manitoba in that occupation (including plans to achieve certification in the case of regulated occupations).
- If you were a temporary foreign worker under Manitoba Experience, you must have worked full-time for a Manitoba employer at least six consecutive months.
- For other connection types, work experience is assessed as part of the 60-point minimum requirement through the MPNP assessment grid.
Education and Qualification Requirements
- To participate in an exploratory visit, you must have completed at least a one-year, post-secondary education or training program for which you received a diploma, degree, or certificate.

Family Sponsorship Eligibility
- A Manitoba Supporter must be a Canadian citizen or permanent resident who has lived in Manitoba continuously for at least one year and must be a close relative or friend/distant relative of the applicant or their spouse.
- Close relatives include siblings, nieces/nephews, aunts/uncles, first cousins, parents, and grandparents.
- For friends and distant relatives, their household must not currently be supporting the settlement of another MPNP applicant, provincial nominee, or person under another Canadian immigration program.
- A Manitoba Supporter cannot be a paid immigration representative, anyone who is not a demonstrated relative or friend, or a Canadian elected official or their staff.
Invitation and EOI Requirements
- You may apply with a Manitoba Invitation if you have received a Letter of Invitation directly from the MPNP after being interviewed by a program officer during a recruitment mission or exploratory visit.
- Issuance of an Invitation to Apply is at the sole discretion of the MPNP; applicants cannot self-select for this connection.
Status and Visa Requirements
- If you were a temporary foreign worker under Manitoba Experience, you must submit a signed letter of reference on company letterhead and a copy of your Manitoba work permit.
- If you were an international student under Manitoba Experience, you must have completed an authorized education or training program at a public or registered private vocational post-secondary institution in Manitoba (language studies are not authorized).
Restrictions and Exclusions
- The following are not eligible to apply to the MPNP: refugee claimants or individuals involved in a federal appeal or removal process; Live-in Caregivers currently living in Canada; temporary foreign workers currently working and residing in a province other than Manitoba; spouses of Canadian citizens or permanent residents; individuals refused by the MPNP within the last six months who cannot address the reason(s) for refusal; and individuals with an active immigration application with any other provincial or federal immigration program in Canada (an Express Entry profile is not considered an immigration application).
- If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream/pathway of the MPNP.
Minimum Score
- You must score at least 60 points based on five factors: language proficiency, age, work experience, education, and adaptability.
- If you do not have a connection to Manitoba, you are not eligible to apply under SWO, regardless of your points total.
Settlement Intention
- You must have the genuine intention and ability to economically establish and settle in Manitoba as a permanent resident, demonstrated in part with a Settlement Plan.
- The MPNP is not a sponsorship program; all applicants must be employable and adaptable skilled workers with job-ready English and sufficient settlement funds.
