The Skilled Worker in Manitoba (SWM) pathway is a Manitoba Provincial Nominee Program (MPNP) stream for temporary foreign workers who hold a valid work permit and have ongoing, continuous full-time employment with a Manitoba employer, leading to permanent residence in Canada.

Eligibility Requirements

To apply to the Skilled Worker in Manitoba (SWM) pathway, you must demonstrate ongoing Manitoba employment as your established connection to Manitoba through a valid work permit and a full-time, long-term job offer from a Manitoba employer after completing a qualifying period of continuous full-time employment.

Work Requirements

  • You must have a valid work permit.
  • A Manitoba company must have offered you a full-time, long-term job after you have completed six months or more of continuous full-time employment with that company.
  • If you graduated from a post-secondary program in another Canadian province or territory, a Manitoba company must have offered you a full-time, long-term job after you have completed at least one year or more of continuous full-time employment with that company.
  • Any periods of self-employment, unauthorized work, or periods of employment during which you were engaged in full-time study (e.g., work experience gained on a co-op permit) will not be included when calculating the period of qualifying work experience in Manitoba.
  • Self-employed individuals, business owners, owner-operators, individuals providing services as independent contractors to the business supporting their application, and people exempt from requiring a work permit to work in Manitoba are not eligible to apply under SWM. Any work experience in Manitoba gained in those capacities will not be considered when calculating the qualifying period of work in the province.

Language Requirements

  • You must demonstrate sufficient official language proficiency (English or French) to fulfill the duties of your job description.
  • You must also demonstrate sufficient language ability to economically establish in Manitoba.

Employer Requirements

  • Your employer must demonstrate to the satisfaction of the MPNP that they are an established business with an ability to offer you full-time and long-term employment in Manitoba.
  • Your employer must be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Manitoba.

Occupation Requirements

  • You must have all qualifications for the position, including training or education and any required licence or certification.

Restrictions and Exclusions

  • Refugee claimants, or individuals involved in a federal appeal or removal process are not eligible.
  • Live-in Caregivers currently living in Canada are not eligible.
  • Temporary foreign workers currently working and residing in a province other than Manitoba are not eligible.
  • Spouses of Canadian citizens or permanent residents are not eligible.
  • Individuals who have been refused by the MPNP within the last six months and who are not able to address the reason(s) for refusal are not eligible.
  • Individuals who have an active immigration application with any other provincial immigration program or federal immigration program in Canada are not eligible. Note: an Express Entry profile is not considered an immigration application.
  • If you or your spouse already have an active MPNP application, you are not eligible to submit an additional application to any other stream or pathway of the MPNP.

Residence and Regional Requirements

  • Your connection to Manitoba through employment must be stronger than ties you may have to another province.
  • You must demonstrate in a Settlement Plan your intention and plan to live, work and establish in Manitoba as a permanent resident.
